Viktor Gulin joined Rostransnadzor in 2008, where he worked his way up from an ordinary employee to a high-ranking executive.
In 2019, he was appointed deputy head of the service. In April 2025, after the resignation of the previous head of Rostransnadzor Viktor Basargin, Gulin became the interim head of the agency.
