The reason for this lies in the obligations under the Treaty on Measures for the Further Reduction and Limitation of Strategic Offensive Arms (START-3), signed by Russia with the United States. According to the requirements of this treaty, strategic bombers must be available for international observation and counting. This condition is met by placing them at certain air bases and applying special markings for identification by satellite systems.
