In Moscow, the number of professional income tax (PIT) payers has crossed the two million mark, which is over 15% of all self-employed registered in Russia. As of May 1, 2025, the capital's “NAP taxpayers” have reached this figure, and their total income has exceeded 1.7 trillion rubles since the beginning of 2019.
As Maria Bagreeva, who heads the Department of Economic Policy and Development of the city, noted, the increase in the number of self-employed reflects the active development of the urban economy and the growth of entrepreneurial initiative among the population. More and more Muscovites, choosing the way of creating their own business, give preference to the status of self-employed and offer their services in a variety of areas.
The NAP is popular among citizens who work independently. Its advantages include a simple registration procedure, an automated system of income accounting, no need to submit tax returns and no need to use cash registers.
Among the self-employed who indicated the type of activity during registration, the most popular are services in passenger and cargo transportation, delivery, rental housing, advertising and marketing, as well as construction work.
In the period from January to April 2025, the self-employed transferred 6.5 billion roubles to the Moscow budget, which is 53% more than in the same period of the previous year. For the entire period of this tax regime, the capital budget received more than 45 billion rubles of tax revenues.
The city provides support to those who seek to develop their careers, including choosing the entrepreneurial path. In Moscow there is a center of innovative personnel services “Professions of the Future”, located on Shchepkina Street, where for a period of up to three and a half months you can learn one of 75 in-demand professions in various sectors of the economy, successfully find a job or start your own business, according to the press service of the Mayor and Government of Moscow.
