The share of disrupted trades in the Russian Federation began to grow seriously in 2017. By 2023, they have become 14.2% more, and at the moment they account for about 60%, according to a study by the Accounts Chamber. It was discussed at a meeting of the Duma Committee on Economic Policy on January 24.
According to the current norms, the purchase is recognized as failed if there was no competitive competition, bidding between suppliers. For example, no bids were submitted, all bids were rejected by the commission, only one bid was submitted or only one participant was admitted to the procedures.
Based on the results of such a procurement, the customer may conclude a contract with a single supplier, writes “Parlamentskaya Gazeta”.
Andrei Tkachenko, head of the department of audit of digital development and state support of entrepreneurship of the SP, noted that more than 80% of cases are due to the lack of competition.
There is more competition in public procurement in the spheres of food, education, design and certification, cleaning and security - there the share of failed tenders is not more than 40%. The largest number of failed tenders is in the sphere of real estate transactions.
According to the agency, the failure of procurement is influenced by centralization, consolidation of lots, incorrect determination of the initial price of the contract and its terms of reference.
To increase competition, standardization is necessary - that is, a system of unified, typified requirements and regulations, which are aimed at achieving orderliness of procurement procedures, said Tkachenko.
According to Deputy Finance Minister Alexey Lavrov, the growth in the share of failed purchases is influenced by the general state of competition in the economy. We need to work on increasing the access of new companies to the procurement market.
However, this is hindered by the fact that too large lots are offered in public procurement, added Galina Izotova, Deputy Head of the Accounts Chamber. She pointed out that every year the Ministry of Health offers large lots for drugs, and proposed to divide them, which would allow medium-sized businesses to enter into smaller contracts.
This is generally associated with the economic policy to protect competition, the development of Russian small and medium-sized businesses, said the deputy head of the SP.
The head of the Duma Committee on Economic Policy Maxim Topilin emphasized that the impact of sanctions should also be taken into account. Within the framework of anti-sanctions measures, many decisions were made regarding the single supplier, support for national manufacturers, he recalled.
Earlier, the Accounts Chamber found a borrower who took 26 favorable mortgage loans.
