Starting in December, Russia may introduce restrictions on the number of bank cards issued to one person.
This information was announced by Anatoly Aksakov, head of the State Duma Committee on Financial Markets, in an interview with Izvestia.
The bill proposes establishing two limits: a maximum of five cards per bank and a maximum of twenty cards across all banks. Initially, a limit of ten cards was considered, but this option was abandoned in favor of a more flexible approach.
Along with the limits, it is planned to launch a special system allowing users to monitor information about the cards they have issued. This tool is intended to make bank card use more transparent and simplify their management.
Analysts say such measures are long overdue. According to Freedom Finance Global, fraudsters stole 27.5 billion rubles from bank customers in 2024, a 74% increase over the previous year. A significant portion of these fraudulent schemes involve front men and the use of multiple cards.
