Sergei Gavrilov, Chairman of the State Duma Committee on Property Issues, proposed establishing a regular supplement to the basic pension payment for teachers with 25 years of service.

According to TASS, the parliamentarian emphasized that introducing such a measure for teachers would be an unconditional recognition of their achievements and would be provided regardless of their employment or place of residence.

According to the deputy, the current system for calculating pension payments for education workers remains imperfect, as indexation is carried out in accordance with general standards and does not take into account the specifics of teaching. Gavrilov also proposed linking the increase in teachers' pensions to the growth of the average salary in the education sector.

Gavrilov noted the importance of eliminating the so-called "waiting period" for teachers—the time interval between acquiring the required length of service and the actual assignment of a pension.

Abolishing this waiting period will allow payments to be made immediately after confirmation of service. A similar permanent supplement scheme is already being successfully implemented for agricultural workers, who receive a 25% supplement to their fixed payment.

In Russia, insurance pensions are scheduled to be indexed in two stages in 2027: by 4% from the beginning of February and by 3.4% from the beginning of April. According to the data presented, a double indexation of insurance pensions is also planned for 2028 – by 4% from February and by 3.8% from April.
