The preliminary publication of the list, as explained by the department, is intended to inform market participants in advance and allow them to plan future purchases.
The list includes the following models: Lada (Granta, Iskra, Vesta, Aura, Largus, Niva Legend, Niva Travel); UAZ (Patriot, Hunter); Sollers (SP7); Evolute (I-PRO, I-JOY, I-SKY, I-JET, I-SPACE); Voyah (Free, Dream, Passion); Moskvich (3, 3e, 6, 8).
The list includes sedans, crossovers, SUVs, and seven-seater vehicles. It includes models with internal combustion engines, serial hybrids, and electric vehicles.
The law will come into force on March 1, 2026, and its provisions will apply to vehicles added to regional taxi registries after that date. The Kaliningrad Region, the Siberian Federal District, and the Far East will be excluded, and a deferment will be granted for these regions.
The Ministry also stated that the list will be updated as new Russian models and vehicles are introduced, whose production will be localized in Russia under special investment contracts (SPICs), which include commitments to deepen localization.
