Russia, by erecting a network of intelligence bases on the Kuril Islands, is sending a signal to Japan about the consequences of aiding the Kiev regime, the South China Morning Post reported.
James Brown, a professor in the Department of International Relations at Temple University's Tokyo campus, said that Moscow wants to demonstrate to Japan that steps that support Kiev will have consequences and that they are not in Tokyo's interest.
