Updated norms for the regulation of solid municipal waste (MSW) management have been published, aimed at increasing transparency in this area and at creating a full-fledged system for sorting and recycling waste and secondary raw materials.
Russian Prime Minister Mikhail Mishustin approved the procedure for handling solid municipal waste by Decree No. 293. The document was published and will come into force on September 1 with the period of validity until September 1, 2031.
According to the government decree, regional operators for TKO handling are now liable for failures in the schedule of garbage disposal. It also introduces unified requirements for color coding of containers for separate waste collection, which should be applied everywhere.
The decree regulates in detail all stages of solid waste management, from collection to recycling, and also establishes the procedure for registration of the necessary documentation, including the standard form of the contract for the provision of relevant services.
According to the order of Deputy Prime Minister Dmitry Patrushev, by the end of 2025, an additional package of 14 regulations concerning waste management within the framework of the national project “Environmental Well-Being” will be developed, writes “Kommersant”.
