The messenger had to designate a contact person for that country and create a way to report illegal content.
German Justice Minister Marko Buschmann said that Telegram could receive large fines for violating German laws, Bild am Sonntag reports.
Telegram hasn't done two things: it hasn't appointed a contact person in Germany, and it hasn't created an easily identifiable way to report illegal content. In this regard, the procedures for imposing a fine have already been initiated.
At the same time, before imposing a fine, the Ministry of Justice must notify the company of violations: first personally, and then publicly. Bushman noted that the German authorities are in regular contact with the authorities of the UAE, where Telegram is headquartered.
