The Federation Council has approved the law on Roskomnadzor's right to block "mirrors" of websites banned in Russia, RBC reports.

It has been decided to directly transfer the relevant powers, which were previously vested in the Ministry of Information Technology, to the Federal Security Service. The amendments to the law "On Information, Information Technology and Information Protection" will reduce the time of the procedure for blocking "mirrors" to two days.

Until now, the procedure was as follows: federal executive authorities or information right holders should apply to the Ministry of Information with a request to block a "mirror" site. Within twenty-four hours, the Ministry makes a decision to recognize the site as a "mirror", justifies it and sends notifications to the site owner and the RCN.

For its part, Roskomnadzor, again, within twenty-four hours contacts hosting providers, telecom operators and search engines. The latter in this chain also within twenty-four hours must restrict access to the "mirror" and the issuance of information about it in the search engine.

The law transfers the authority to recognize a site as a copy of a blocked resource from the Ministry of Digital Media directly to Roskomnadzor, thus simplifying the procedure.

Since the beginning of 2023, at the request of Roskomnadzor, the TikTok service has removed more than a thousand banned materials.
