Vladimir Burmatov, first deputy chairman of the State Duma Committee for Ecology, Natural Resources and Environmental Protection, spoke about changes to the rules for animal transportation, which are being developed by a working group headed by him.
Burmatov noted that the developers of the new regulations will not prescribe in the document all force majeure, but will define the main principles. One of them is that an animal is neither garbage nor luggage, it is a passenger. Russian Railways has already supported this point and prohibited to drop the animal from the rolling stock, reports Radio "Komsomolskaya Pravda".
The deputy noted that the main thing is the safety of the train, passengers and animals. If these postulates were observed, the cat Twix would have reached his destination.
"If the animal is left alone for some reason, you can not throw it by the scruff of the neck in 30-degree frost. The train must reach the nearest station, the conductor must call the appropriate team and draw up a report, the animal is handed over to the team and sent to a temporary holding center until the owner is announced," Burmatov added.
The working group will collect proposals, communicate with carriers for two weeks, and in early February will hold a meeting to adopt regulations.
