A third form of national currency will be introduced in Russia: in addition to cash and non-cash, the digital ruble will be in circulation. The package of relevant bills was adopted by the State Duma deputies in the first reading.
A group of deputies and senators previously made amendments on this issue. The Russian Civil Code will now include the concept of the "digital ruble". That is, we are talking about an additional form of the Russian national currency, combining the properties of cash and non-cash rubles. As it was previously reported, the digital ruble may be used for payments and settlements.
At that, the RF Central Bank will be responsible for accounting of finances and their safety in the accounts of the Russians. In addition, the regulator will issue such money, and in circulation they will be released gradually. Thus, the digital ruble will be included in the total money supply, along with cash and non-cash money in circulation in credit institutions. In fact, it will become a "third form of money.
