Russia has decided to declare war on alkomarkets

It is not the opinion of businessmen that should be decisive in this matter, but the opinions of social, medical and law enforcement structures.

Biisultan Khamzaev, a member of the Duma Committee on Security and Anti-Corruption, told the Parliamentary Gazettewhy a per capita limit on the number of alcohol outlets is needed.

Earlier at the hearings in the Public Chamber discussed additions to the anti-alcohol concept of the Cabinet of Ministers until 2030. The deputy noted that the proposals are being collected and formalized in order to send them to the relevant ministries.

Khamzaev added that Russians are concerned about the abundance of alkomarkets in residential areas. According to the parliamentarian, it is necessary to reduce the number of such outlets. He pointed to the marketing moves of alkomarkets that make sweets cheaper than in any other store, which attracts teenagers there.

Khamzaev believes that the number of such establishments should be regulated: if it is a dormitory district, it is impossible to open more than three such stores there.

At the same time, he specified that the number of residents of the neighborhood should be oriented. In his opinion, one small alkomarket for five houses is normal. The determining factor in this matter should not be the opinion of businessmen, but the opinions of social, medical and law enforcement agencies.

The parliamentarian reminded that now the regions themselves can reduce the time of sale of alcohol in "nalivayki".

Khamzaev emphasized that it is categorically impossible to sell alcohol online, as there is such a problem as a surrogate offline.

He also spoke about "Sober Villages" project. Residents in a municipality decide at a meeting that the sale of alcohol is prohibited on their territory. The deputy believes that such an initiative should be supported by the state. There are such villages in Bashkiria, Udmurtia, Tatarstan, Ulyanovsk region, Yakutia and the Caucasus.

Last year, Interior Minister Kolokoltsev complained to Volodin about deputies' raids on "nalivaykas".
