The Sevastopol City Council has submitted a bill to the State Duma on fines of up to 10 million rubles for propaganda of non-traditional sexual relations.
Sevastopol deputies have introduced in the lower house of the Russian parliament a bill on fines of up to 10 million rubles for LGBT propaganda. The draft is available in the Duma electronic database.
Sevastopol lawmakers propose to abolish Article 6.21 of the Code of Administrative Offences of the Russian Federation, which regulates fines for LGBT propaganda among minors. Instead, they proposed a new Article 6.37 "Propaganda of non-traditional sexual relationships". According to it, offenders would be punished for LGBT propaganda not only among children, but also among adult citizens.
Propaganda of non-traditional sexual relations will entail a fine of 40 to 50 thousand rubles - for citizens, from 100 thousand to half a million rubles - for officials, from one million to five million rubles or administrative suspension for three months - for legal entities.
The same acts committed with the use of media and the Internet will be punished by a fine of up to 500 thousand rubles for individuals, up to one million for officials and up to 10 million rubles for legal entities.
For foreign citizens and stateless persons the maximum fine under the new article will be up to half a million rubles with the possibility of administrative expulsion from Russian territory.
