This will require permission from the regulator or the Ministry of Finance of the EU member state.
The assets of the National Settlement Depository (NSD) may be unfrozen if Russian investors obtain permission to do so from the competent authorities of the EU states. This possibility was mentioned in the publication about the eighth package of sanctions against Russia.
The competent authorities include regulators and finance ministries of the EU member states. The conditions under which it is permissible to provide funds are determined by the agencies themselves.
The European Commission specified that the unfreezing of assets is possible for the purpose of repayment of debt obligations under contracts and agreements with the National Settlement Depository, concluded before June 3, 2022. All transactions must be completed by January 7, 2023.
