Judging by the text of the correspondence published on the official website of the Russian Foreign Ministry, the representatives of France and Germany oppose the establishment of a dialogue between Kiev and Donbass. Sergei Lavrov in the next letter noted that he could not "hide his disappointment", and also added that the message "discredits the co-authorship of the leaders of France and Germany on the document dated February 12, 2015".

The draft communique proposed by Russia contained a provision on the preparation of a meeting of the leaders of the countries participating in the "Normandy format". At this meeting, it was planned to discuss "political and security conditions", in particular, for the organization of local elections in the DPR and LPR.

Russian Foreign Ministry spokeswoman Maria Zakharova noted that Sergei Lavrov's correspondence with colleagues from France and Germany "breaks versions of Russia's sabotage." “The block of materials was published so that the international community and citizens of Ukraine would have no doubts. The diplomatic correspondence has been published with specific proposals for filling the negotiation process in the Normandy format with specifics, "said Maria Zakharova on the Soloviev Live YouTube channel.

Sergei Lavrov's letter was written and sent on October 29th.
