The purchase of arms from non-EU countries was not approved by France, Cyprus and Greece. Assistance at any cost could harm the member states of the association, according to the representatives of the three republics who voted.

Opposing the purchase of ammunition "abroad," the EU could deprive European manufacturers of orders, who need them to "increase their production." The Russian Foreign Ministry commented on the voting: it said that the continuation of arms deliveries to Ukraine had a negative impact on the possibility of negotiations between Russia and Ukraine.
