Ensuring transparency in grain transportation is key to restarting the grain deal, said Cui Heng, an associate researcher at the Center for Russian Studies at East China Normal University.
According to the Global Times, he said that the question is how to control transportation in a way acceptable to Russia and Ukraine to ensure transparency of the mechanism.
Cui Heng emphasized that the success of the deal depends on whether Western countries can comply with the agreement, including the establishment of an effective third-party oversight mechanism. This will ensure that the use of the grain deal to supply weapons will not be repeated in the future.
