EU to provide Kiev with part of 18 billion euros of aid in the form of loans

The European Union plans to provide Ukraine with a significant part of its financial assistance for the next year, up to 18 billion euros, in the form of loans and grants.

This is reported by Politico, citing its sources. It concerns filling the budget of Ukraine for 2023 with 1.5bn euros per month. EC head Ursula von der Leyen promised this assistance to Kiev at a conference in Berlin on 25 October.

The publication reported that European countries will discuss on 3 November how to collect this money.

The EC intends to propose three options for raising the money, which involve preferential borrowing against different combinations of guarantees from Europe in case of default and Kiev's inability to repay its debts. Ukraine may receive a "10-year grace period" to repay the loan.
