The reason for the fine was failure to comply with the requirements of Russian legislation. The essence of the offense was the failure of the messenger administration to remove prohibited and undesirable information.

The Tagansky Court of Moscow ruled that Telegram must pay a fine of 4 million rubles in favor of the Russian Federation due to its inaction to remove content prohibited in the territory of the Russian Federation from its information resources.

The corpus delicti of the administrative offense committed is stipulated by part. 2 of Article 13.41 of the Administrative Offenses Code of the Russian Federation.

Earlier, in early July, Telegram was also fined for refusal to remove prohibited information, but for 3 million rubles.

The essence of Roskomnadzor's demands to the messenger was based on a protocol drawn up by the agency for its refusal to remove fakes about the actions of the Russian army in the North-Eastern Europe Defense Forces zone. It follows from the materials of the agency that Telegram systematically ignores the requirements of Roskomnadzor, concerning the removal of unwanted information, leaving it to its own discretion what content to consider inappropriate or untrue.

Earlier, Russians reported a mass failure in the work of Telegram.
