On August 1, Russia will launch an experimental legal regime that will allow private clinics to provide online telemedicine consultations for their patients. The decree on this was adopted by the government on July 18, and the experimental regime is expected to be in place for three years.
The main purpose of introducing such a regime is to expand the possibility of providing routine medical care through telemedicine consultations for patients with already established diagnoses after a personal visit to a doctor. Also, patients will be allowed to choose another doctor from the same clinic to continue treatment if he or she has at least seven years of experience in the specialty.
It is important to note that online consultations will only be available to adult patients. However, these types of consultations will be prohibited for those who suffer from infectious diseases or need emergency or urgent medical care. In addition, telemedicine cannot be used to undergo medical examinations, medical examinations or undergo medical evaluations.
According to the document, the duration of the first online consultation should be at least 20 minutes. At the end of the consultation, the doctor will issue a medical report with the help of a reinforced qualified electronic signature.
