Russia may start penalizing insurers for evasion from concluding a CMTPL insurance contract

The Code of Administrative Offences of Russia may be amended with regard to violations in the conclusion of a CMTPL insurance contract.

The CAO may be supplemented with new offenses in situations where insurers evade concluding a CMTPL insurance contract, according to an official response from the Russian Finance Ministry to a request from Senator Andrei Kutepov.

According to the Central Bank, the issue of supplementing Article 15.34.1 of the Code is currently being worked out. It is about bringing to responsibility for failure to ensure the possibility of concluding a CMTPL insurance contract or preventing its conclusion, as well as evasion from its conclusion. The document was signed by Deputy Finance Minister Pavel Kadochnikov, writes TASS.

At the moment, the insurance company can be fined up to 300 thousand rubles for unreasonable refusal to conclude a contract of CMTPL insurance.

The ministry noted that if an insurer refuses to conclude a CMTPL insurance contract, a driver can appeal to the Russian Union of Auto Insurers (RUIA).
