Expert Goldman comments on the introduction of new regulations for foreign marketplaces

The introduction of new regulations for foreign marketplaces within the framework of the laws on the platform economy and on «landing» will most likely not affect the daily lives of most Russian buyers, said independent PR consultant Denis Goldman.

The expert said that there will be no changes due to the fact that the largest foreign platforms like Amazon, eBay or Etsy have long since left Russia and do not deliver goods directly. It is either impossible to arrange delivery from them, or it goes through intermediaries with additional costs and risks.

“The purpose of this bill is not so much to block as to create formal conditions for the “landing” of those foreign players who are ready to work according to Russian rules. We are talking more about future opportunities than about the limitations of the present. The state wants to build a predictable legal environment so that foreign platforms that are theoretically interested in entering the Russian market understand that in order to work in the Russian Federation, they must comply with local requirements, including registering a legal entity, storing data and paying taxes,” Goldman said in an interview with RIA Novosti.

In this regard, citizens may have the opportunity to access new services, but only if one of the large platforms decides to accept the rules of the game. There are no such precedents now, and there will be no significant changes in the usual online trading, the expert added.

Earlier, the Central Bank of the Russian Federation explained what the reduction of the key rate will depend on.
