In accordance with the bill, civil servants and the military cannot have the citizenship of another state, residence permit or other document confirming the right of a Russian citizen to reside in the territory of another country. If the second citizenship appears in a number of categories of citizens, then they are obliged to notify the authorities and their leadership about this.
Similar provisions are already spelled out in several laws. The document submitted by Vladimir Putin to the State Duma has already been published in the database of the lower house of parliament.
In addition, the President of Russia amended the Labor Code, according to which state and municipal employees with access to state secrets must report the absence of Russian citizenship or the presence of a passport and residence permit of another state.
If a civil servant has a second citizenship, then the employer is obliged to terminate labor agreements with him. As of the beginning of 2020, in Russia, more than 543 thousand citizens reported to the Ministry of Internal Affairs about the presence of a second citizenship or residence permit in another country.
