The Russian security services have identified Hayat Tahrir al-Sham (banned in Russia) as planning the attack, TASS has reported, citing sources in the law enforcement agencies. Its supporters have already begun training trusted and experienced recruits who have Russian passports. In addition, citizens who have been recruited in foreign countries are being trained.
Leaders of the Jaysh al-Muhajirin wal-Ansar, Jamaat al-Tawhid wal-Jihad and Ajnad al-Qafqaz structural organisations, which are part of Hayat Tahrir al-Sham, have already begun preparations for terrorist attacks. "Hayat Tahrir al-Sham was organised in 2017 and is a coalition of Islamist terrorist groups led by fighters from Jabhat al-Nusra (banned in Russia).
The Russian Interior Ministry's press service earlier said 90 criminal cases had been opened for participating in illegal protests. Russian Foreign Ministry spokeswoman Maria Zakharova noted that the 14 February rally was organised in the West.
